It seems to me that the question is incorrect. There is no such thing. Both processes are important. They are designed to complement each other and make the track perfect. But to replace or exclude each other cannot. But it is my opinion, probably someone thinks differently.

Everyone will probably have a different opinion on this, but I think everyone agrees that mixing and mastering are equally important, because they both serve different purposes. However, mixing is usually the more complex process and can have a bigger impact on the overall track. Mastering simply emphasizes the choices made in the mixing process. There are a lot of mixing and mastering services nowadays, where professionals blog and tell a lot of useful things. I for example read on  https://majormixing.com/ .
