Paypal and skrill are not used in hyips. It is against there TOS. Apart from that,there rate us page has no monitors listed there. It means no monutor is monitoring the hyip program. I see that admin posted the icons of these processors on its homepage but in real there is not sign of these payment methods in this program. Only PM, Egopay and Okaypay are the main payment methods in this site. 855$ already paid by it out of 3.5k dollars . I dont think it will pay more to members.
