The Admin is trying to use the hourly concept to create a workable plan and despite that his script leaves more to be desired, I think he managed to come up with a good concept.

It is not only single plan that decide the furrue of a program, i agree test plan is quite reasonable and sustainable for short-to-medium term. The ROI on all plans seems to be high and makes the hyip to sustain for long.
