What does this line mean?

Though the account of admin was suspended he is still willing to continue which shows his reliability. Once the situation becomes normal again it will be good site to be on.

It is a good site but when I reached near my payout it started giving problems. It started working slow. There were no ads for 10 days and it took me 25 days to earn 4 clicks from that site!
